le viguier épiscopal, choisi par les Andorrans et nommé pour trois années par l'évêque d'Urgel ;
der bischöfliche viguier, der von den Andorranern gewählt und vom Bischof von Urgel für drei Jahre ernannt wird ;
I put postal stationery in quotation marks in the title. Indeed, the Michel catalog of postal stationery of Western Europe shows a picture of this postal stationery, but does not give it a rating because there is no face value. It is important to know that the domestic mail of Andorra is exempt of franking, but the "postal stationary" can be used for sending to another country if we add the postage. Our member Pierre explained this to me, telling me that it was issued by the Andorra Viguerie. Here is the explanation from Wikipedia:
The viguier was, in Andorra, the name borne by a judge in the High Court of Andorra. Each cosuzerain of the principality, the bishop of Urgell and the president of the French Republic, appointed a viguier, respectively referred to as "Episcopal viguier" and "French viguier". The function disappeared in 1993.
Since 1278, Andorra has been placed under the undivided authority of two co-princes: the Bishop of Urgel and the French head of state (the King of France, the Emperor of the French and then the President of the French Republic). Each of these two co-princes delegates its powers to a viguier :
the episcopal vicar, chosen by the Andorrans and appointed for three years by the bishop of Urgel;
the French vicar, originally from the French department of Ariège, and appointed for an unlimited period by the French government.
From 1981 on, the French viguier was systematically replaced in his judicial functions by a French magistrate. In 1988, the Episcopal Vigilance was also replaced by a Spanish magistrate.
In 1993, the office of the viceroy disappeared with the coming into force of the Constitution of Andorra.
