Salut Harald,
Nice aerogram, and it asks questions. First of all, concerning the unknown flag, it is the old flag of South Africa.
From 1928 to 1994, South Africa had as national emblem the three horizontal colours orange, white and blue, with on the central stripe the flags of Britain, the former Transvaal Republic and the former Orange Free State. This flag originally symbolized the union of the white, Afrikaner and English-speaking communities. It had come to be associated with the apartheid regime of racial segregation, which began in 1948.
Concerning the document itself what I have a problem with is the title of the stamp "REPUBLIC OF SOUTH AFRICA - REPUBLIEK VAN SUID - AFRIKA" which was normally used from 1961 to 1966, from 1966 to 1993 "RSA" and since 1993 "RSA or South Africa". I think it is an old form reused on this occasion.
I think it has something to do with the end of Apartheid but I found nothing conclusive. I didn't find anything no about that festival in 1992.
