Timbres inconnus de Lettonie

Ces timbres sont de Lettonie, mais je ne les trouve dans aucun catalogue. J'ai vu le timbre surchargé RIGA sur un site américain ou il est qualifié de fabrication philatélique, soit, mais pour les autres il n'y a aucune explication. Pourrait-il s'agir de timbres locaux ou provisoires ? Merci d'avance pour toute information.
Diese Briefmarken stammen aus Lettland, aber ich kann sie in keinem Katalog finden. Ich habe die Briefmarke mit dem Überdruck RIGA auf einer amerikanischen Website gesehen, wo sie als philatelistisch hergestellt bezeichnet wird, aber für die anderen gibt es keine Erklärung. Könnte es sich um lokale oder provisorische Briefmarken handeln? Vielen Dank im Voraus für jede Information.
These stamps are from Latvia, but I can't find them in any catalog. I saw the RIGA stamp on an American website where it is described as philatelic, but for the others there is no explanation. Could they be local or provisional stamps? Thanks in advance for any information.
