Harald,
This is not an anomaly, but should be banned and removed. Why?
The United States stamp was issued on December 3rd, 1968, (#889) in honor of the painter W.M. Harnett, but all stamps must have an Arabic numeral value.

Salut Jean-Luc,
Tu as peut-être d'autres sources ?
In the UPU convention, however, it is not stipulated that an Arabic numeral is absolutely necessary as a face value? Maybe you have other sources? If so, I would love to see this writing and pass it on to philatelists to expand their knowledge.
Amitiés,
Harald
